Against the deep integration of global industrial chains, equipment import has become a vital channel for manufacturing enterprises to boost production capacity and technical capabilities. Nevertheless, confronted with intricate international trade rules and regulatory policies, enterprises face numerous challenges throughout the equipment import process. Whether adopting the self-managed model or the agency-based model, comprehensive risk identification and well-designed prevention plans are essential to guarantee smooth customs clearance and subsequent production commissioning of imported equipment.

Under the self-managed import model, enterprises enjoy a high degree of autonomy yet bear all compliance and operational risks on their own. Equipment import frequently involves complex requirements including mechanical and electrical product import permits, 3C certification, and pre-shipment inspection for used equipment. Without professional customs staff, enterprises are highly prone to errors in HS code classification. Statistics show that self-handling enterprises register a far higher declaration error rate than professional agencies. Such mistakes may not only result in supplementary tax payments and fines, but also trigger hefty port demurrage charges and production-line shutdown losses. Moreover, import-related policies are subject to frequent dynamic adjustments. In-house teams often struggle to absorb new regulations in a timely manner, raising risks of violating regulatory requirements.

By contrast, the agency-based import model introduces specialized expertise to build an effective risk firewall. Qualified import agencies feature mature document pre-review mechanisms and pre-classification services, which can bring declaration error rates down to a minimum and significantly shorten customs clearance cycles. More importantly, for fines and container detention losses caused by operational errors under the agency model, enterprises may pursue liability claims against the agency per contractual terms, achieving effective risk transfer.

To address the aforesaid risks, enterprises shall formulate systematic prevention plans. At the pre-preparation stage, it is mandatory to rigorously verify market-access conditions for imported equipment, confirm whether the products fall under restricted catalogues, and complete relevant permits and pre-shipment inspections in advance. During contract formulation, trade terms such as FOB or CIF shall be clearly specified, with tax-related guarantees and liability for breach of contract well-defined. At the implementation phase, enterprises with low annual import volumes or those importing highly-regulated equipment are advised to prioritize agency service providers with AEO certification and solid industry experience. If enterprises opt for self-management, continuous investment in building internal customs teams is required. A three-tier internal review mechanism shall be established, and policy alerts released by customs and foreign-exchange authorities shall be closely monitored, so as to ensure full-process compliance and efficiency for equipment import.
